In Vero Beach, most private seawalls and docks face the Indian River Lagoon, either along the main lagoon shoreline or on the canals cut into the barrier island and the mainland edge. Oceanfront homes on Orchid Island face a different problem: beach erosion and dune loss, not tidal canals. Both need different kinds of work.

Lagoon seawalls and docks

The lagoon near Vero Beach is shallow and tidal, with boat wakes, storm surge and seasonal high tides wearing on walls. Many seawalls here are decades old. Signs of trouble include sinkholes behind the wall, cracks between panels, a leaning cap and soil washing out at low tide. Docks age at the pilings first, especially at the waterline. Finding problems early can mean a repair instead of replacement.

Seagrass, manatees and aquatic preserves

The Indian River Lagoon has lost a lot of seagrass, and what remains is protected. Parts of the lagoon near Vero Beach are within state aquatic preserves, and manatees use the area year round. New docks, extensions and boat lifts often have to be designed to limit shading of seagrass, and in water work commonly carries manatee protection conditions. These rules affect what can be built and when.

Who issues permits

Locally, permits go through the City of Vero Beach Building Department inside city limits, the Indian River County Building Division in unincorporated areas, or the Indian River Shores or Orchid town offices. Most in water work also needs state authorization or an exemption from the Florida DEP, and often a U.S. Army Corps of Engineers permit. Ask the contractor which approvals apply and who files them.

Oceanfront erosion is a separate question

Seawalls and armoring on the ocean side, seaward of the Coastal Construction Control Line, fall under state coastal rules and are tightly controlled. That is a different process from a lagoon seawall, and it usually involves engineers and state review. Ask the DEP before planning any work on the dune.
